Welcker, 31, Salt Lake City, changes the tire on his car which popped off when he ran a stop light and slammed into a car owned by Frances Tey, 62, Bountiful, on Wedenesday. Jon Hadlow of the Bountiful Police Dept. blocked off traffic at the corner of 5th South and Main St. while Welcker changed his tire. There were no injuries.
