Ladies & Gentlemen: Eight years ago I re-. turned a legally constituted con-stituted government, for a third class City, to Moab. I was elected on the principal that I would be a full time Mayor, I outlined a program of improvement in administration, admini-stration, public relation and public construction or improvement. The program has worked very well for the past eight years and I expect to continue the same programs if reelected re-elected to the office of Mayor. The administration is running very smoothly, public relations are at an all time high and the construction program is progressing rapidly. To name some of the accomplishments: The disposal plant has been constructed, the water wa-ter system has been totally to-tally brought up to date with control valves all over town, three new wells have been drilled and a fourth put in operation. op-eration. The Old City Park has been rebuilt, a Visitor Center has been constructed, Fourth East Street has been reconstructed recon-structed with two bridges, a new bridge across Mill-creek Mill-creek on Fifth West Street, a new bridge across Millcreek at Third South, eleven miles of curb & gutter have been installed, all the streets paved and a new watering system installed at the golf course. These projects pro-jects have been accomplished accom-plished with the aid of Moab property owners, Grand County, Elks Lodge, Lions Club, Golf Club, Travel Council and - other organizations. Wages of City employees employ-ees have been raised to somewhat of a living standard, stan-dard, I will say they are not over paid, but are close in line with other like employees in this area. The secret of getting this work all done has been being able to work with and get along with the City Council, you understand un-derstand I offer leadership leader-ship and suggestions the Council confirms or reject re-ject what I suggest, Grand County Officials, the Citizens Citi-zens of Moab, Utah State Officials, Federal Officials Offi-cials and the various local Clubs and Organizations. These things have been accomplished without raising ' the tax levy or levying any new tax or license. The funds have been kept in balance and out of the red. Things already in the planning stages with pre-liminary pre-liminary engineering started, reconstruction of Fifth West Street and Cane Creek Blvd, also reconstruction of Mill-creek Mill-creek Drive with abridge across Millcreek. I think this is not too bad for a young country boy to accomplish in only eight years. Maybe this is not the "time for a change". Why turn a good operation over to someone some-one we are not sure is going to be able to handle the job or bring in some outsider that would not know or understand about Moab and its Citizens. I thoroughly enjoy doing this kind of work, I expect to spend all my time at the job, I am proud of Moab and what it has to offer and I expect to help advance any cause which will benefit the most people peo-ple of Moab. McDougald Mayor Candidate DEAR VOTERS Due to numerous requests re-quests from friends and acquaintances I have dealt with during -my fourteen years on the City Council, plus a strong conviction that Moab City can operate efficiently under the proven "part-time" mayor system used here for many years, I was prompted to ask for your support in being elected to the position of Mayor of Moab. My record of service to the City is open to the public. It is one which I not only invite you to review, but can state with pride that it gives me a good deal of personal satisfaction. sat-isfaction. I sincerely feel that I can be of greater service in the position of Mayor. Most of you know me and my record. Person-nally, Person-nally, I chose to return to Moab following my college col-lege education and military mili-tary service, because this was the community in which I wanted to live. Residency, I feel, gives one the obligation to be of service to his community. I have tried to fulfill that obligation. I have worked as an independent geologist geolo-gist during those years, and have been fortunate in having been able to maintain a good practice during both good and bad times. Jf one thing marks my years on the City Council, I hope it has been the ability to listen to people and sincerely attempt to deal with their problems. I would make that practice prac-tice the foundation of my service as Mayor. You have supported me in the past, and for that I am deeply grateful. Stocks Mayor Candidate Dear Voters I was born and reared in Moab and will stay here. I have a large family fam-ily all in school and I am a working man. I own my home; Therefore, I presume your interests are about the same. I believe in being progressive pro-gressive and yet being as conservative as to protect pro-tect those in the working man's status. I believe you and I want and need the same things. You and I want good schools, good streets, fine public buildings, good public officials, law enforcement en-forcement administrated fair and equal to all. I believe in the utmost economy in city government govern-ment and I believe in each and every employee of the City of Moab turning to and give the taxpayers a good, hard, honest days work every working day. I believe that persons in position of Supervision be allowed to exercise their authority and then be credited with their success or failures. I believe that there should be no sentiment in City Government and should there be corners that can be cut, they SHOULD be cut. I believe that the actions ac-tions and reports of the City should be laid on the bosses desk, and I believe you are the BOSS! I believe in the citizens of Moab being well informed in-formed on past and future actions of the City. I believe my years of experience as an accountant accoun-tant and four years on the City Council can be of benefit to the City and its fiscal operations. I believe that the Mayor assuming the administrative administra-tive pay and duties is in Keeping with "Good Government Gov-ernment At Reasonable Costs". Yes, I believe in these things as the Citizens Party does and We think you do. If we are thinking somewhat alike, give us your vote next Tuesday and in return we will give you four years of faithful faith-ful service and never deviate de-viate from the proposition that we serve your interests inte-rests to the best of our ability. Tom A. Stocks J. c. Robertson Mayor Candidate For years I have been asked by Moab voters to run for the position of Mayor of Moab City. Since I I had a full time job of running my business I did not believe I could do a just job of being Mayor. I know that being Mayor of Moab is a full time position and no one should consider taking this office if he has other employment or a business of his own. To act as Mayor and employ the services of a professional City Manager Man-ager would only increase expenses in city government. govern-ment. Being a local businessman bus-inessman for many years I feel that where expenses can be cut should be the first consideration of the council rather than additional addi-tional expense. I believe the citizens of this c6mmunity are ready for a change in City government. I believe the Mayor of this City should adhere to the recommendations recommen-dations of the City Council. Coun-cil. I believe the City of Moab should be run in a business-like manner and that the wishes of the citizens should be foremost in the final decisions de-cisions of the City Council. Coun-cil. I believe that each and every business should be taxed and judged by its own potential. I am a native of Moab, graduate of Grand County High School, educated in California in accounting, employed as an accountant accoun-tant six years, sales manager man-ager six years. I have managed four businesses, been a local businessman for 27 years. My wife, Lucille and I have raised five children, all graduated gradu-ated of Grand County High School. (Curt) Robertson BE SURE TO VOTE Steven Winchell Mayor Candidate I would like to take this opportunity to stress, that I am a serious Candidate Candi-date for Mayor of Moab. "TIMES ARE CHANGING". CHANG-ING". They are not getting get-ting worse-but I believe they are getting better. I am young and do not have the experiance that gray hair brings-(yet I respect those who do.) in this area of Moab w e have many fine people whom to say the least are a Motley populace. My Candiacy for 'Mayor is for the purpose of bringing WE the people together. For instance we have the Forest Service - B. L.M. - Park Service and other Govt. Services, that ad immensly to the Moab Areas, C i t i z c e n s h i p. These people we see working and living in our Community are of the finest fin-est Quility and have nothing noth-ing buy quality to ad to our benifit. This brings us to Echologv-"TIMES ARE CHANGING". We can not continue to operate oper-ate the City as we have in the past. We have Tour-is's Tour-is's who bring trash - but they also bring green stuff (Money). We have every opportunity to improve our city dump in cooperation cooper-ation with these Govt., Services. Speaking of Echology and jobs-we have some real investments in our area, such as TexasGulf Inc. Atlas Minerals and Rio Algum, plus many small mining operations. These people are all anxious an-xious to do all they can for Echology and Inviri-mental Inviri-mental Control. Let us not destroy our Jobs and Payroll by asking too much too soon. Too much Gov. control on any level can bring no control ' over our Echology and Invironment, and most ; important our economey. We have a variety of churches in this Community Com-munity and they all support sup-port our system of Gov. which is Law and Order. Yet too much Dogmatic ', law enforcement can be the break down of Law and Order. I would like ; to see a Council of, Ministers, Bishops, Pri -', ests and Church lead-; lead-; ci s of all our Churches, to give Guidianee and ! Wisdom to the Mayors Office. With out spending more money, or running those down, who are do-! do-! ing their best. It is ob-; ob-; viose we can-not pattern pat-tern our Police Dept. like a la tec cilv. It must meet the needs of Moab. For an example-it would be better to have a walking, walk-ing, Night Watchman, with a Walkie Talkie, checking doors of businesses bus-inesses along with the Patrol Policeman from 10 p.m. to 6 a.m. then not to over patrol our young people during day -iight hours. Most youth are pretty good if you just leave them alone. Much has been said about Consolidation of City - County Gov. The Planners Plans areFea-siable areFea-siable for Los Angeles, yet it does not make much sence for Moab to give City Service for intane'e, to ' Cisco. The Elected County Sheriff and County Coun-ty Commissioners are a a more Feasible plan for this area--and a small City Gov. for Moab. This Country is big enough for both "Echology" "Echo-logy" and "Business". "Times Are Changing". The idea of cutting my hair as a political promise pro-mise was to stress the need for good Gov. NOW. I am not going to live in the past and I don't believe in promisingyou, "A Pie in the SKY" Future Fu-ture Good Gov. My ETHIC is Good Gov. NOW. This .is what WE, is all about- A system that works NOW. Steven Winchell Candidate For Mayor of Moab. Ivan "Sug" Bailey Council Candidate Dear Voters I have always been interested in-terested in the city and county government. This is my main reason for seeking the office of councilman. coun-cilman. I have been in accordance ac-cordance with many of the improvements that have been completed or that will be completed in the near future. I believe be-lieve in a steady growth that will improve the city of Moab so it will be a safe, clean place for our children to grow up in. Particularly Main Street where tourists first impressions will show an orderly and pro- gressive city. I was born and raised in Moab, leaving to serve in the Armed Forces. I attended University of Utah for 2years. Employment Employ-ment took me to California Cali-fornia where I married and had 3 "children. As fate would have it I was offered a chance to return re-turn to Moab, which I believe was the greatest step I have taken. I have my own business here now. We are very happy to be able to live here and I take pride in seeing that we have a well run city government. I hope to be an asset to the City of Moab and have an open mind to be sure all sides are considered. I hope that you, citizens citi-zens of Moab, can support sup-port me as your new councilman. coun-cilman. I w ill do my best. Your vote on November 6 for the Citizen Party will be appreciated. Ivan "Sug" Bailey Gerald Bonser Council Candidate I am asking the voters of the City to approve of my candidancy for one of the City Council seats in the coming election. I do so because I have a deep feeling that for one to expect much from his home town, he should be willing to makcacon-tribution makcacon-tribution to that town and even give a little more than he takes from it. With the small recompense recom-pense to City Council -men, surely the willingness willing-ness and the desire to serve and to become an intricate part of one's community is the best motivation to seek a Council seat. I h;ve a sizable investment in-vestment in this com-miinity com-miinity and when city dollars are spent I feel it as much as anyone. On the other hand, I have a family and when benefits ben-efits such as good facilities, fa-cilities, city beaulifica-tion, beaulifica-tion, good law enforce- i ment, etc., are available, I am in a position to enjoy it as much as anyone. any-one. If elected, I shall seek the correct balance of dollars spent and benefits ben-efits reaped. I have the further conviction that Moab City should be governed go-verned by six men, namely five Councilmen and a Mayor and that those six men should be governed by the majority major-ity of the people who elected el-ected them. I believe that any action or deed in the name of Moab City must have the approval of the majority of the City Councilman and I believe also that those who sit in that Council and who cannot and do not exercise ex-ercise that authority invested in-vested in them by the people, are shirking their responsibility. I will say at this time and with my limited knowledge of the issue, I favor an Urban County Form with Council and County Manager Arrangement Ar-rangement government for Grand County and Moab City. I feel confident con-fident the committee now working on the matter will present a good workable work-able plan to vote on at a later date. I am not a beligerent person; I favor harmonious harmon-ious action free of discord dis-cord as far as it is humanly hu-manly possible and perhaps per-haps even just a little farther but I believe elected el-ected officials have a grave responsibility to stand for the right and protect that right to the end. I believe any employee of Moab City should be expected to do his job quickly, correctly and conscientiously and that he be provided with the guidance and leadership to accomplish his various va-rious tasks. I am confident con-fident that in many phases of city administration admini-stration I can provide guidance and leadership gained in my past business bus-iness experience. You will notice I have not used the common election el-ection phrases such as honesty, integrity and sincerity, etc. I shall1 leave any such recommendations recom-mendations to those who have known me since my being in Moab. I pledge pled-ge only a fair and unbiased un-biased representation to youth, the middle-aged and the senior citizens alike. I would like to meet all personally so we could pledge to each other that our sincere efforts and a portion of our time and money would be used for the finest fin-est little city on the map. With my sincere appreciation ap-preciation to the Times-Independent Times-Independent for this space, I ask for your vote. Jerry Bonser James Chmielewski Council Candidate I would like to give you, the voter, my reasons rea-sons for being a candidate can-didate in this election for city council. I am 29 years old. I reside at 73 East 200 North Street with my wife, a son 7 years old, and a daughter eight months old. My occupation is Respiratory Re-spiratory Therapist. I was educated at the following fol-lowing schools: Abraham Lincoln School of Medicine, Med-icine, University of Illinois, Il-linois, Chicago, Illinois, Hall Mate University, School of Economics, Muncic, Indiana. I am also a Vict Nam veteran, and a Medal Med-al Winner. My objectives are to serve Moab (as an elected el-ected official or private citizen) by working towards to-wards bettor econimic dcvclopcment - along with sound ecology. Also, I plan to support the development of better facilities designed towards to-wards dealing with our present social needs. Such as: The development develop-ment of effective drug abuse and drug awareness aware-ness programs. The building of better Adult Education and Con tinued toucauon programs. pro-grams. This includes a Higher Education system designed so our young college age stucents can live and go to school close to home. Moab has great potential poten-tial in becoming a cultural cul-tural center in the Four Corners area. We need to develop a program of city planning that will in-hance in-hance the state of the Arts. If Moab does de-veLop de-veLop along these lines, I feel this will not only benefit the residents of Moab, but will also increase in-crease the tourist trade, thus circulating more money within the community. com-munity. I've spent eight years in community service work. Now it's time for me to demonstrate, to Moab, my sincerity in serving the needs of the individual who lives in Moab. Dedicated service, I feel, no matter how small-helps to make our world a better place for us and our children. We and our children deserve the best. To get the best we need to choose the best. Not the most popular, but the most active and responsible respon-sible members of our community. ..I urge you to vote. Kay Hawks Council Candidate Dear Voter My primary reason for seeking re-election to the city council is that I am very interested in what happens to this, our community, where I was born and raised. After many years absence while serving in the armed arm-ed forces, attending college, col-lege, and working, I returned re-turned six years ago, because be-cause this is where I want to live and raise my family. I am married and have four children, ages 5 to 12. I am strongly in favor of an orderly and progressive pro-gressive growth for our city, but only if it is not a burden on the citizens. cit-izens. At present there is a need to level out our financing and pay off those projects already started before any major new ones are begun. However, if funds from other sources become available, I would be in favor of new projects that would improve the function, func-tion, services, or appearance ap-pearance of the city. I whole-heartedly support our excellent community recreation program. My education, business, bus-iness, and political experience ex-perience consist of a high school education in the Grand County school system, sy-stem, a B.S. degree in business administration from Utah State University, Univer-sity, eight years in the financial organization of Shell Oil Company, five plus years as hospital administrator, and four years on the Moab City council. I believe that the city government should be run in a business-like manner, using many of the same principles prin-ciples that are vital for private enterprise, two of the most important ones being: Never spend more than your income and get full value for every dollar of expense. I have no specific campaign cam-paign promises to make but I do pledge myself to work hard for you on the City Council and if any program or project is for the overall good of our town, then this is what I will support and fight for providing that the majority of the residents re-sidents are in agreement. agree-ment.
