E. A. Hunter, Utah Power and Light president, presi-dent, said the decision would in effect, require that all state air pollution pol-lution control plans provide pro-vide for no significant deterioration of existing exist-ing air quality. Administrative Admin-istrative regulation, the courts or Congress must subsequently answer the question: What amount of deterioration is 'significant?' 'sig-nificant?' Moreover, Mr. Hunter said, stringent regulation regula-tion or court decisions, in that regard, could conceivably con-ceivably have the effect of prohibiting any coal-fired coal-fired generating plants in areas of the so-called 'clean air states' where existing air quality is better than that established estab-lished by Federal standards. stan-dards.
