BUCHAREST, Roumania, March 27. The measure proposed by the Government Govern-ment to meet the demands of the revolted revolt-ed peasantry and end the civil war, which is devastating at Moldavia and Wallachia, were announced In today's issue of the Official Gazette in the shape of a proclamation issued in the name of King Charles. The royal proclamation appeals for the patriotic co operation of the people peo-ple to secure the re-establishmeut of tranquillity, and announces that the sovereign has agreed to the immediate suppression of some of the heavy taxes, while hereafter lands will be cultivated by the state or leased directly to the Eeasants. None of the larger syndicates itherto engaged In farming vast tracts of land will be allowed to hold more than 8000 acres. The document also gives notice of the introduction of laws to ameliorate the condition of the peasantry, facilitating the raising of money to pay rents, reforming re-forming the taxation of small holdings and revising the terms of the agricultural agricul-tural agreements which at present practically prac-tically enslave the peasantry. Will Suppress Disorders. "These reforms," the proclamation concludes, "being the desire of the Government, Gov-ernment, all Roumanians are urged to give all possible assistance to the Government Gov-ernment which, while scrupulously ap-plving ap-plving the laws and avoiding the injustice, in-justice, will at the same time vigorously suppress all disorders and severely punish pun-ish all who seem to profit by robbery." The Minister of the Interior announced an-nounced today that the situation in Moldavia Mol-davia had improved but there is not much evidence in support of the statement state-ment in the reports of disorders coming from numerous points. From the districts dis-tricts of Vlashica. Buzen. Doij, Olt and Teleorman come the now familiar stories sto-ries of incendiarism, pillage and excesses excess-es of all kinds. The censorship is strict with the result, that, details of the occurrences oc-currences are lacking.
