Distinguished and Interested Democrats on Capitol Hill have made a serious but secret study of the president's third-term Intentions In-tentions as he has conveyed them in private chats with cabinet cabi-net members, senators and sympathetic sym-pathetic polltlcos. Allowing for the fact that any chief execu tive has a right to change his mind or have It changed for him by shifting circumstances at home and abroad here Is what they find and believe: The president will NOT, definitely defi-nitely and unalterably, seek a re-nomination re-nomination or accept one If It Is offered to him. His reasons, among others which he has not revealed even to his own family, fam-ily, are (1) the growing realization realiza-tion that he might have to fight a Garner-Farley-Wheeler-Clark coalition; (2) the belief that such a brawl would endanger chances of a Democratic victory In November; (3 his natural and human desire to retire, rest, write and become the most famous fa-mous elder statesman of the United States. But these same congressional Investigators and most of them know F. D. R. rather well don't expect him to announce and renounce re-nounce until the last minute. In their opinion, he wants to dominate domi-nate the convention. But, most of all and here Is the kernel of their discoveries he wants to make a third-term renunciation so ringing and eloquent that It will make G. Washington's declination decli-nation seem like a refusal to attend at-tend a barbecue. Thus, at the moment, when It Is of the utmost Importance Im-portance that President Roosevelt Roose-velt and Secretary Hull know what Is going on. and what may happen tomorrow, the United States would be, diplomatically, an Ignorant and illiterate nation. Thar would be no Information on which to base our major policies poli-cies from day to day. Messrs. Hoover and Dewey don't seem to sense the Implications Implica-tions of their proposals. In the opinion of G. O P. politico-diplomats here. If their ideals should prevail, and should the Republicans rapture the White House next November, the new administration would be pledged to embark on a program of the Intense and dangerous national-Ism national-Ism which they deplore in other world leaders. Conservative Democrats show their anti-new deal prejudices sharply by withholding funds from the national sesources board, the office of government reports and the president's personnel per-sonnel council. They are openly hitting at three of F. D. R.'s favorite projects, and at three men he likes personally. Including Includ-ing his uncle. These agencies were established estab-lished by executive order rather than congressional fiat, and the men once so eager to shift their constitutional power and responsibility respon-sibility to the White House are now swiping It back. Moreover, at least two of these bodies the reports office and the national resources board served to strengthen the president both |
