Show Franco Says He Intends to Form Fascist State, Sign Church Pact NEW YORK, Feb. (UP) Spain will become a totalitarian state on the order of Italy, aign a concordat with the Vatican and safeguard the interests of all classes when his forces win the civil war, General Francisco Franco says in response te,a questionnaire by Roy W. Howard, How-ard, editor of the New York World-Telegram, World-Telegram, published today. A similar questionnaire was sent at the same time to Francisco Largo Caballero, premier of the loyalist government but he has not replied. Fascist Leaning Howard's questions and Franco's answers, copyrighted by the Serlpps-Howard Serlpps-Howard newspapers, are as follows: Q. . "Are you personally a proponent pro-ponent of fascism? And, In the event of your victory, will Spain become be-come a fascist or totalitarian state?" A.
