Show Witness Cites Violations By Death Pilot WASHINGTON, Nov. 14 (UP) Bolivian pilot Erick Rloa Bri-doux Bri-doux twice violated civilian air regulations only a week before his P-3S rammed an Eastern Air Lines transport a government air official testified Monday. The witness also testified that Rios once flunked a government examination in radio, navigation, meteorology and air regulations for an air line transport pilot's license. Rios wss the sole survivor of the Nov. 1 sir disaster here in which 55 persons were killed. Unauthorised Flights The witness, Robert E. Bell, aviation safety agent for the Civil Aeronautics administration, testified testi-fied before a. Civil Aeronautics board investigating the disaster. Bell said that Rios msde two unauthorized flights in a Howard aircraft on Oct 24 and that one of the flights was msde BO minutes min-utes sfter he wss told by the C A A that the plane was improperly im-properly registered. The Howard' waa considered "unairworthy" by a O A A Inspector Inspec-tor who had been called In when it was learned that Rios contemplated con-templated purchase of the plane, BeU said. . Rios first was given permission to fly tha plane from an Alexandria, Alexan-dria, Va., airfield to Washington's National airport after being told to proceed up the Potomac river t ' so he could "ditch tha plana if I necessary." . Noting that the plane appeared in the same "external" condition, BeU ordered a C A A agent to Investigate, In-vestigate, Rios was informed that the plane was not properly identified identi-fied and that his flight had not been according to regulations A government counsel then asked if the Howard had been flown again, and Bell said yes, "in a matter of one and one-half hours," it waa flown back to the Washington airport Harold A. Jones, a C A B member, mem-ber, expressed surprise that Rios limited pilot's certificate was not canceled after he was graded 47 on a radio examination in which the passing grade was 70, in 1947. Jones said '.'something should be done about it" and drew from BeU an admittance that the radio examination ex-amination included landing and take-off procedure. |
