LAKH SUCCE8S, Nov. 14 The United States and Britain laid before the United Nations Men-, day S IJ-polnt western plan for permanent peace. The move wss the answer to Russia's Insistent demands for U. N. action on the so-called Soviet peace proposals. U. 8. delegate Warren R. Austin submitted the U. S.-Britleh resolution resolu-tion immedlstley after another bitter bit-ter Soviet attack was made on the western powers. The western proposal struck directly st Russia's threats against Premier Marshal Tito of Yugoslavia Yugo-slavia and at alleged Soviet aid to the Communists la China. It also called for religious and politioal freedom In every country and urged big power cooperation on such matters as atomic control. Soviet Charges The American-British resolution wss pitched In just after Russia's Andrei T. Vishlnsky charged western west-ern Germany la being readied as a springboard for attack on the Soviet Union. The Soviet foreign minister made his charge in the SB-nation political committee of the United Nations assembly as that body began debate on Russia's so-called peace proposals. . In a familiar attack on the United States, Britain, Canada and other western powers, Vishlnsky declared the west had gone beyond the propaganda stage and today has moved Into a more practical and strategic stag by planning military steps for a future war. Than the Soviet So-viet minister shouted: "Western Germany Is about to be used as a springboard for a new aggression against the Soviet Union." - Vishlnsky referred to the quarrels quar-rels between the U.
