Show CLOTURE IN THE SENATE. The United States senate has finally called a halt on wind jamming and lusty-lunged lioar-statesnien will no longer be permitted to talk legislation to death. In times past it has been necessary to obtain unanimous consent before a vote could be taken or a bill be put upon passage. Now a precedent has been set which should, and probably prob-ably will, result in tho squelching of filibusters. This parliamentary reform was a long time in coming and it is evident that the majority of the senators sen-ators were literally forced to take action ac-tion in order to pass the peace treaty at this session of congress. There is much cnuse for rejoicing no matter what happens to the treaty. The 'republic was founded upon the principle of majority rule, but the senate sen-ate has always been more or less at the mercy of the minority. The last Democratic platform continued a cloture clo-ture plank, but as many of the Democratic Dem-ocratic senators belonged to the old school the senate continued to plod its weary way in the direction of legislation legisla-tion until the Republicans secured control con-trol of the upper chamber of Congress. Now cloture has been brought about by a coalition between Republicans and Democrats with the aid of Vice President Pres-ident Marshall, who has also changed front on the proposition of making a ruling, although always adhering to the belief that the majority should rule. We would not care to see legislation rushed through the senate after the manner in which some bills are passed in the house, but we earnestly hope that hereafter the majority of the members mem-bers of the upper chamber will be able 1o transact business without unnecessary unneces-sary delay caused by the objections qf some crank or a desire upon the part of some of the senators to play politics. |
