Food Conditions Growing Grow-ing More Desperate; Armed Intervention Is Regarded as Unlikely. BERLIN, Saturday, July 19. (By ' the Associated Press.) The Budapest) correspondent of the Tageblatt has been enabled to smuggle out of the Hungarian capital cap-ital an excerpt of a recent speech of Bela Kun the Soviet leader, before be-fore the executive council of the soviet. In the speech Bela Kun made tho assertion that Hungary was facing a triple crisis in power, economics and morale. The crisis in power he said, was evidenced by the counterrevolution, counter-revolution, that in economics in the unbelievable prices; of food, and that in morale in corruption, which had reached such undreamed-of limits. BERLIN', July 20. (Dy the Associated Press.) A new reign of terror exists in Budapest, according to a dispatch from the Hungarian capital to the Tagehlali, and "red terror" in ils worst form is anticipated. The dispatch Bays so-called "terror troops" are now masters of trie capital and that they have stormed the garrison, garri-son, disarmed the troops of tho He I a Kuu government, and distributed arms to "the ragged proletariat." The leader of tho "terror" troop.", who was Bela Kun's personal guard of honor, publishes an appeal for volunteers, and the people's commissaries Varga and Szamuely and Vice Commissary of Foreign For-eign A f fairs Mossalpary, the new leaders in control, ha vc sent an ult i mat tun to the "Moderate" Jlabrieh, ordering him to give up office and turn over tho city lo thorn. The dif:Tateh says the council of government gov-ernment is still convinced that the entente en-tente is too weak or unwilling lor armed intervention. Jt f-ays also that the "red army" of Uela Kuu continues to dlsin-tegrate, dlsin-tegrate, Food condilions in Ihidapest are said to be indescribable, and muf,y is-declared is-declared to be rapidly falling in value. VIGOROUS MEASURES NEEDED TO QUIET HUNGARIAN 'REDS' By FARMER MURPHY. (Chicago Tribune Cable, Copyright. ) VIENNA, July 10. by Courier to Vans, July 1). Reluctance of the entente to take forceful action against the soviet, government of J 1 ungary Is understood to be due to tin; belief the military operations, op-erations, once begun, would require gre;it numbers of troops, greater than it cared to employ. Jt is true larger forces a ru necessary now than three months ago, when a handful of men clothed with authority au-thority easily eoflld have taken control of the situation, but it is believed by those connected with the matter there is still time to turn over the liolshevisU by a determined altitude backed by a display dis-play of military .strength. Rolshcwsm in Hungary is an artificial artifi-cial product and its .strength almost wholly is confined to liudiipesl. Even there the majority is against it. JVnpie who know are strongly of t lie opinion Bela Kun and his crowd ought to bo ousted by immediate adoption of a ik-orous ik-orous policy involving a minimum of ndlitarv operation.--. BELA Kl AT MERCY OF 'PROLETARIAT' (Continued from Page One.) government menaces all the surrounding states and the general welfare requires its dismissal. They would ask complete com-plete disarmament and delivery of war material, and that an international commission com-mission for military control be established estab-lished until a stable government is set up. At. the same time it would be made known that the entente is ready and willing to negotiate with such a new Hungarian government as would help Hungary to re-establish Itself socially and economically. If the demands were not complied with, then military measures mea-sures would be taken at once. The demands of the entente and its desire to restore normal conditions would be made known to the whole country in a proclamation distributed by airplane. air-plane. The Austrian government is being be-ing advised of the entente's proposals. Simultaneous advance of all troops would follow a refusal to listen to this reasonable reason-able program. It is known the entente quickly would recognize a socialist government. gov-ernment. A highly important feature of the Hungarian Hun-garian problem is its relation to signing a peace treaty with Austria. It is vital that the Hungarian situation be cleared before peace is signed with Austria. If it is not, the entente will have stepped out, Austria will have lost the power to control her course, and the, entente will have destroyed one of its approaches ap-proaches to Hungary. The two countries are so intimately related the entente cannot can-not give up its power in Austria with the Hungarian question unsolved and without paving the way toward future events. |
