Announcement was made in Saji Francisco Fran-cisco yesterday, according to a special dispatch to The Tribune last night, of the appointment of J. S. ISpelman as genera! superintendent of the Western Pacific '. Railroad company, with headquarters in the coast city. Mr. Spelman takes the place made vacant va-cant by the resignation of E. W. Mason, who has been made a major of engineers in the L'nited States reserve. Mr. Spelman went to the Western Pacific Pa-cific when it was In the making. He assisted as-sisted in building the road and after its construction held various important executive ex-ecutive positions with the company. At different times he was train master, division di-vision superintendent and in cruirge of construction work. In Octot.er of List year, when W. W. Armstrong, food and fuel administrator for L'tah, conceived the idea of establishing estab-lishing a car service bureau for a number num-ber of western and coast states, with headquarters in this city, Mr. Spelman. who was then division superintendent of the Western Pacific, with headquarters at Elko, was his choice as director of the bureau. Mr. Spvlrnan resigned his position with the Western Pacific and came to Salt Lake. His success with the car service bureau is a matter of history. and so well did he do the work, that when the government gov-ernment wanted a man to speed up the ; delivery of material for the big munitions plants at Charleston, S. C, and Nashville. Tenn., Mr Spelman was of ft red the position. posi-tion. He accepted, and went to Washington, Washing-ton, where, it is said, he sot a new record in the matter of delivering materia! to the big plants. Recently the construction of the N'p.sh-vllle N'p.sh-vllle plant was taken over by the Pu-Pont Pu-Pont Powder company on terms satisfactory satis-factory to the government, araL, as wTri; w-as proceeding satisfactorily at the Charleston plant. Secretary of the Treasury Treas-ury V.rArioo. who is director general of railroads, offered Mr. Spelman the gen-er.U gen-er.U superintendency of the Western Pacific, Pa-cific, which he promptly accepted. Mr. Spelman wa expected to arrive in Salt l-nke last night, but it is understood that he was detained in Denver and will not arrivo until tonight. |
