Franklin Frank-lin of New York he fore the fifth annual convention of the Investment lin n Iters' association of America, which opened hero today. t "If It is pruper for the government tn establish railroad rates, and therefore in a large degree determine the gross revenue rev-enue of the railroad corporations, is it not also proper that the samo power should exercise supervision over such expenses as are subject to control?"' said President Fra nklin. "The trouble with the present system of regulation is that it is founded on the supposition that the rail roar corporations are malign creatures of a corrupt money power, and therefore repressive measures are the only ones needed. "While there may in the past have been some warrant for this Idea, ihe time lias come whn our legislators must awaken to an appreciation of the fact that the ownership of the railroads is In ihe hands of a great mass of the people, and to the necessity of a constructive polfcv instead of a destructive policy." |
