SANTO DOMINGO, Dominican Republic, Re-public, Thursday, Nov. 30. The proclamation procla-mation of military rule in the Domini- can republic issued by Captain H. S. Knappj in command of the L nited States forces here, deelarea, on behalf of the American governmejft that the republic has been occupied by military forces. It gives assurances that there is no intention inten-tion on the part of the United States to destroy the independence 'of the re-republic, re-republic, but, on the contrary, expresses a desire to assist the country to establish estab-lish internal order and to enable it to comply with the provisions of its conventions con-ventions and to fulfill its obligations as a member of the family of nations. The Dominican laws are to remain in force, except such as conflict with the object of the occupation. The legal administration continues to be in the hands of the duly authorized Dominican officials under control and supervision of the military authorities. The Dominican courts continue to act, but any offending members of the American force are to be judged by military officials. Captain Knapp requested the co-operation of the inhabitants in the restoration restora-tion of order and domestic tranquility. A censorship of newspapers, the cable and telegraph lines was established. A promise was given that payment of the budget, suspended in August, soon would be made. Quiet prevailed here last night. |
