Show TO SUBMIT BOXING ACT IjHALIFORI i Friends of Game Hope for Revival, With State in Charge. i SACRAMENTO, Cal.. Jan. 13. Assemblyman Assem-blyman Fred C. Hawes of San Francisco has .lust completed the draft of a constitutional con-stitutional amendment that proposes to put before the people of the state at the next general election the question of "lifting the lid" on the boxing game. Hawes would like to sec ten-round boxing box-ing contests under state regulation and under certain stipulated conditions, and in suggesting this amendment gives it a.s Ms opinion that the people would vote for such a measure. At all events, Hawes will introduce his biD as soon as possible. The amendment, of course, does not bring immediate relief to the boxing forces, but merely provides the machinery machin-ery for a general vote. Under the sr.it te constitution once the people have voted as they did when the fisht game was killed, it cannot be brought back, save by another vote of the people. The Hawes amendment would provide pro-vide for a state aililetic commission, similar to commissions in New York and Wisconsin ; calls for a license fee from clubs operating of 7 Vfe per cent of the gross receipts and would permit ten-round ten-round contests, the rounds to be of thrt-e minutes' duration, with the usual one-minute one-minute rest, eight-ounce gloves to be the standard for all fighters. There is no mention made of referees or of decisions. Accordingly, should the measure pass, decisions would be in order. Commission of Three. There would be created a state athletic commission of three members to be appointed ap-pointed by the governor for a period of three years. The commission is empowered empow-ered to name a secretary, whose salary is not to exceed $1800 per year, with the understanding as well that the total expenses ex-penses of the commission will not be more than 5:1000 per annum. In this commission is to be vested tho sole control and jurisdiction over all boxing box-ing or sparring matches held within the state by any club and it can revoke a license li-cense to conduct any show as it may see it. It is also within the scope of tho commission to limit the number of boxing box-ing exhibitions to be held by any club or organization. There Is a provision that on and after January 1, 1919, no license shall be issued is-sued to any club to conduct boxing matches in any city or counts' where boxing box-ing is prohibited by municipal or county legislation. In short, the intention is not to take away the right of local option so far as pugilism is concerned. To get a license for boxing shows an association must be an incorporated body, with a bona tide membership list of not less than twenty-five and a lease for at least one year on the premises designated desig-nated as its clubhouse. The clubs will be resquircd to furnish a bond of $2000 to insure payment of the 7f per -ent tax on the gross receipts re-ceipts "for every show that Is given. Whenever amateur exhibitions are held under the auspices of the Pacific association asso-ciation of the A. A. U. or where the proceeds pro-ceeds are to he given to charity no tax-shall tax-shall be required. Boxing matches are prohibited on Sunday and no contests of the variety known as battle royals (with half a dozen opponents) are to be allowed. Official inspectors are to be appointed, with power to check up on the receipts and exact the toll required by the state. Clubs that fail to make proper reports shall forfeit the sum of S1000. All money received in excess of tM S3000 allowed for operating expenses of the commission is to be appropriated to the mothers' pension fund. While the amendment was patterned to a certain extent after the New York and Wisconsin laws, there is absolutely no mention of the referee as regards a decision The eastern states prohibit decisions bv the referees. If the Hawes measure should be adopted, there would be nothing to prevent decisions being S1Nnminallv the commission would have author! tv over the referees, but it is doubtful" if their jurisdiction would extend ex-tend to the appointment of these men. |
