Show Rules to Be Observed Wheo Persons Are Afflicted With Contagion City Health .Commissioner Dr. 8. G. Paul has prepared and issued a scl of rules aud regulations concerning the care of persons afflicted with contagious and infections diseases, aud also governing govern-ing the quarantine of the same. There are many suggestions iu tho rules which will givally benefit the public if carried car-ried out. Following are thc rules in full: in smallpox, chicken-pox. scarlet fever, measles. German measles and erysipelas, the scabs and scales arc infectious and may be transmitted to others. In typhoid fever, the discharge from thc bowels, urine and vomited matter are infectious.. "Scarlet rash1' and "scarlatina" arc tho same as scarlet fever. Remember, a mild form of any infec-Jious infec-Jious disease may give rise to a severe form in another person. Rules During Quarantine. The sick room should be isolated, (if possible at top of the house), sunnv freely ventilated and maintained at a'n even temperature. Cover the doorway with a sheet and keep this moist with some disinfectant, such as a 1 to 1000 solution of bichloride bf mercury. All unnecessary furniture, curtains, hangings and draperies should be removed re-moved from the sick room. All bed linen, garments, towels, handkerchiefs, hand-kerchiefs, etc.. worn or used by tho patient pa-tient should be immersed In carbolic acid solution, four ounces to one gallon of water, for one hour and subsequently boiled, aired and 51m dried. Dishes, glasses, trays, cups and other eating utensils should be similarly immersed im-mersed and boiled. Remains of food should be burned. All discharge from the nose, throat, eyes and ears, especially in diphtheria, scarlet fever, tuberculosis, should be received re-ceived in a l per cent solution of Iysol or rut-hollc acid and stand for one hour before being thrown Into the toilet. In typhoid fever, the urine, evacuations of the bowels and vomited matter should be similarly received, thoroughly mixed and allowed to stand for one hour before be-fore throwing into the toilet. Wash water-closet seat. pan. etc.. with a ." per cent, solution of carbolic acid or lysol at least once a day. All exposed persons, including thc niyse or attendant, should gargle tluoat frequently with a koocI antiseptic gargle. The nurse or attendant should wear only washable garments, short skirls and overshoes. All persons exposed to smallpox should be Immediately vaccinated. Tickets, letters, parcels, laundry or other articles must not be sent from house or rooms under quarantine. Visitor? will not be allowed to enter yard of house under quarantine. Persons living where there Is a case of scarlet fever will not be allowed to go In and out of house. They must cither stay In the house all the time or bo fumigated and released at limo of quarantine and remain awnv from house during the entire period of quarantine. quar-antine. Groceries, milk and other supplies must be left at the door. Do not kiss the patient. After having touched the patient, wash your bunds. No matter how well the patient may look or feel, until the house lias been thoroughly fumigated by an ofliccr of the board of health and the quarantine flag removed, the patient must bo kept away from olhoi-s. After fumigation the house, especially the room where the patient lias been Isolated, Iso-lated, should bo thoroughly cleaned. Thc woodwork should be scrubbed with soap and water and walls thoroughly ckancd. Carpels should also be thoroughly cleaned and especially the one In Hie sick room. Do not allow your dog or cal 10 run at large, but keep them In the house or securely tied In the yard. Cats and dogs from houses under quarantine for any contagious disease, found runnlntc at large, will be taken lo the city crematory and killed. After Quarantine Period. Hum all lojs. books, or other articles used by the patient. Give soap and warm water bath and shampoo. Gargle tluoat Willi anllsyptlc solution and dress In clean clothes, .After arranging the sick room for fumigation by spreading out all clothing, cloth-ing, etc.. and opening all bureau drawers and closets, the nurse, or attendant leaves outer garments In room and follows fol-lows same course of bathing as patient. Durations of Quarantine and Itcgula-tious. Itcgula-tious. Diphtheria At least fourteen davs from date of quarantine-. Longer "S necessary. Children having diphtheria will not be allowed lo return to school until fourteen days after thc quarantine Is removed, Oth'-r children mav return (o school immediately on removal of quarantine Persons over IS years of agu may bn fumigated and released at lime of quarantine. All persons under IS years of ag.- showing satlsfaclorv proof of having had diphtheria, muv he fumigated and released. Anv person under It! years of age having been gicu an immunizing dos of anti-toxin mav bo fumigated and released after twenty-four twenty-four hours. Any person not receiving anti-toxin may be fumigated and held under quarantine in another house for a period of seven days and then released, providing diphtheria does not develop. Scarlet Fever At least twenty-eight (28) days from date of quarantine. Longer Long-er if necessary. Patient will not be allowed al-lowed to re-enter school until twenty-one days after quarantine is removed. Oilier children may return to school Immediately Immedi-ately after quarantine is removed. Any person over IS years of age may be fumigated fumi-gated aud released. Persons under IS years of age giving satisfactory proof or having had scarlet fever mav be fumigated fumi-gated and released. Children not sick with scarlet fever and nol having had scarlet fever may he fumigated and held under quarantine in another house for a period of seven days and then released, providing scarlet fever docs not develop. Smallpox At least twenty-one days from date of quarantine. Longer If necessary. nec-essary. Palicnt will not be allowed lo re-enter school until twentv-une davs after quarantine is removed. 'Other children chil-dren will be allowed lo re-enter school immediately on removal of quarantine. Any person having vaccination mark, not over ten years from date of vaccination, ma ybe fumigated and released. Anv giving satisfactory proof of havim: hail smallpox may be fumigated and released. Any person not having been vaccinated. If submitting for vaccination, mav be fumigated and released when vaccination vaccina-tion shows evidence of taking. Any person nol havhiK had smallpox or vaccination mav be fumigated and held under quarantine in another house for a period of fourteen days and then released, providing that smallpox has not developed. In case of removal of patient suffering from smallpox to isolation hospital if all other occupants of house have been vaccinated, the house may be fumigated and released Immediately upon removal of patient. In case tho Inmates of the house have not been vaccina ted. thc house will remain under quarantine for a .period of fourteen davs. Chlckenpox and .Measles Quarantine in these cases will continue onlv until palicnt pa-licnt has fully recovered, but will nol be removed until attending phvslcian or officer of-ficer of thc board of health reports patient pa-tient recovered. Children mav return to school Immediately on removal of quarantine. quar-antine. During quarantine children must remain within the limits of their own yard. Adults are not required lo slay In quarantine, but may go to their various vari-ous duties without restriction. Children living at house under quarantine are not allowed to attend school, but those kIvIiik satisfactory proof of. having had chicken-pox chicken-pox or measles may return to school providing pro-viding they live away from the house under quarantine. Whooping Cough Quarantine will continue con-tinue only until patient 1ms fully recovered, re-covered, bul will not be removed until attending physician or ofliccr of the board of health reports patients recovered. recov-ered. Children may return to school Immediately Im-mediately on removal of quarantine. Adults are not required to stay al home during the quarantine for whooping cough, but may go lo their various duties without restriction. Children living al house under quarantine are not allowed lo attend school, but those giving satisfactory satis-factory proor of having had whooping cough may return to school providing they live away from thc house under quarantine. Under no conditions will children be allowed to re-cuter school after being held in quarantine, without a written permit from the board of health. Persons In quaranlino must not leave the premises. |
