Neither do they in-i-ludo any yovcrnmcnt or Btate land reclamation enterprises. The wide difTeronco In tlio cost df canals Is partly accounted for because, of the fact that In some communities the. ehaunol.s of small crceka und the channels of dry gulches aro used for the main canal channels for many miles. 1 csscnlng tho cost of canal construction. In many of tho older farming districts of tho state no records of the cost of the pioneer canals ami reservoirs wero Kept, the bonetlclarles contributing their time and work freely In pursuance of life enterpri so. Carelessness and loose business methods prevail In a great degree today in the, keeping of records and accounts by o f fleers of many of tho Irrigation concerns, tlio secretaries of which are unable to give any data of Importance. Many of those secretaries utterly Ignore requests for any data, falling to respond even to a request asking If the company they rejue gent, or misrepresent, Is still doing business at theiijd atui;- ov ne new one.'' |
