Show KNOX SPECIALIZES DIPLOMATIC DUTIES Is Creating New Divisions in Department of State; Selecting Select-ing New Chiefs. WASHINGTON, Doc. 1. To extend further his general plan of specialization specializa-tion in tho commercial and political affairs af-fairs of tho world, Secretary Knox has created a division of "Near Eastorn" affairs nnd has selected Evun E. Young of South Dakota, now American consul at Saloniki, as chief. Tho new division will havo to do with affairs in Turkey, Persia, tho Balkans Bal-kans and other states in that part of Europe. This territory, with its intricate intri-cate political problems and its opening opportunities ior commercial expansion, has made necessary special attention. This jonoral plan is iu accord with tho policies of all of tho leading nations na-tions of Europe. Other Special Plans. A certain specialization in European affairs has also boon arranged for under un-der tho direction of Mr. Halo, the third assistant secretary of state. Tho consular servico is to receive moro attention than hitherto with a view to its increnscd efficiency. Tho soerctary has nppointcd Wilbcr .T. Carr, chief clerk of tho department of state, director of tho consular service a new-lj-'Croated office. Tor a number of years Mr. Carr was chief of tho consular division, and later has combined tho duties of that office with t thoso of chief clerk. Ilercaf tor he will give his undivided attention to tho consular service. Mr. Carr will bo succeeded' as chief clerk by William McNeir, chief of the bureau of rolls and library. Charles, F. Wilson, law clerk of tho department of state, has boon appointed appoint-ed assistant collector and is succeeded by Ilenry L. Brj'an, assistant law clerk of tho departmont. |
