Show NATION SHOULD CARE FOR DEPENDENT CHILDREN WASHINGTON. Feb. 15. Lcgisla-lation Lcgisla-lation which, it is believed, if enacted mto law will make an important epoch in the future well being of tho dependent depend-ent children of the nation, is recommended recom-mended in a special message by President Presi-dent Koosevelt sent to congress todav, in which he makes a strong pica in tile uiterust of children coming within this class. Of particular importance is tho president's presi-dent's recommendation for the establishment estab-lishment of a federal children's bureau; tho enactment of such legislation as wil! bring tho laws and practices in regard to the care of dependent children chil-dren in all federal territory into harmony, har-mony, and certain legislation in behalf of dependent children in the District of Columbia. Tho president believes that such legislation is important, not only for the welfare of the children immediately imme-diately concerned, but "as setting an example of a high standard of child j protection bv the national government to the several states of the union, which should be aM" to look to the nation for leadership in such matters." The president also transmits with his message to congress a copy of the conclusions con-clusions together with the full text of ihe proceedings of the recent conference confer-ence here on the care of dependent children, chil-dren, in accordance with the request of that organization, Declaring that their conclusions "constitute a wise, constructive nnd progressive program of child caring work." the president savs that if "given full effect bv ihe proper agencies existing methods and practices in almost rverv community could be profoundly and advantageously modified."
