Walker, president of Walker Bros, bank Thursday afternoon, when . asked his opinion regarding tho pro- j posed bonding of the cit3r in order to raise money with which to carry on cor-tain cor-tain necessary improvements in different differ-ent portions of tho citv. "I understand," under-stand," said Mr. Walker, "that certain cer-tain sections of the city aro entirely without adequate water supplies and largo districts have no sower connections, connec-tions, and theso things should be done if tho city is to grow. Tho lack of them, in lact, gives a bad impression to people who aro coming into the city. The matter has been thoroughly discussed dis-cussed by I hose who have charge of tho improvements; tho necessaiy improvements improve-ments have been looked over 1)3' the city engineer, Mr. Kelsey. and an estimate esti-mate made of the expense, and I am assured I hat without some such thing as a bond issue it will be necessary to make a largo increaso in the amount of the taxes. I understand that tho improvements im-provements are of the kind that must be douc, and I feel suro that tho best way to raise the moncv for theso improvements im-provements is lo issue bonds. B3' that means tho expense is scattered over a long term of years. We who aro living liv-ing at tho present time receive a part of tho beuefit, and make it possible for our posterity and those who come to tho eify in later years, to derive a benefit bene-fit they would not gain otherwise, and it seems only just that they should assist, as-sist, in bearing a part of tho expense." Mr. Walker evidently looks upon tho bond issue as a business proposition, lie alluded to the published list of necessary ne-cessary improvements iu various parts of the citv. the increase in tho water system, cnlnrgment of the water mains and the extension of the water supply as well as tho extensions of the sewer si'stcm to sections of tho cit.v which are either entirely without such a system sys-tem or are not, adequately provided for. nc spoke of tu1 manner in which the city is growing and the necessity of making a good showing among the incoming in-coming poople. Ifo also alluded to tho great benefit which the city would derive de-rive from tho improvements in comparison com-parison with the small cost that tho changes would require. One feature that appealed especially to Mr. Walker was the fact that the expense would be spread over a number of 3'ears and (he great SJiving that would bo made to the people in the way of high taxation at the present time by a bond issue. |
