Show ENGLAND MAKES NEW TREATY WITH JAPAN Recognizes Japanese as Protectors Protec-tors of Korea; Imposes Fewer Few-er Military Obligations. LONDON, Aug. 25. Tho Associated Press has good reason forxstatlng that a new Anglo-Japaneso treaty of alliance 'rniay have been signed. The foreign office of-fice declines to glv6, official confirmation or denial, but the Associated Press understands under-stands that the treaty was signed some days ago. There Is no reason why It should not be signed prior to tho conclusions con-clusions of the Portsmouth conference, as the action of that conference will not affect Its terms. Broader in Scope. Tho new treaty Is broader In scope In soma respects than tho former treaty, notably whero It recognizes the protectorate protec-torate by the Japanese over Korea and on other points whlnh it was not necessary neces-sary to lncludo In th6 old treatv. In Immediate Im-mediate respects the new treaty contains limitations ns compared with tho old treaty. For Instance, the latter contained a clause to the effect that '"In case of a combination of powers against Great Britain, Japan would be obliged to assist as-sist her ally, while the clause in tho new treaty only requires the assJstanco of; Japan so far as British colonies ln the far east and the Pacific nrc concerned." Announcement Is Daf erred. Tho Associated Prcsa understands that tho terms of the new treatv were fullv agreed upon before Parliament adjourned but it was also agreed that the official announcement of Its slgnaturo and of its full terms sho.uld be deterred until after the conclusion of the Portsmouth, N.
