Show Arrest the Owners, Not the Drivers. Wlnthrop E. Scarrltt, president of the Automobile club of America, who, among others, has the best interests of automoblllng at heart, believes that the owner of an automobile should be called io account rather than the driver, when hoth are in the car that is stopped for exceeding the speed limit. This opinion was originally expressed by a New York Magistrate and the president of America's leading club, has supported It. "Of courgfi," said Mr. Scarrltt, "some of our members have disagreed with me, but I believe that the opinion expressed ex-pressed by the magistrate is the correct one, and being so, I have no hesitation In supporting that opinion. It Is only reasonable to suppose that no driver of a vehicle will drive It any faster than the law allows, unless the employer who sits at his side is willing that ho should do so; therefore the employer Is an accessory ac-cessory to the illegal speeding, and should, be the one made to suffer rather than the man whom he employs and to whom ho pays a weekly wage." |
