Show Peace Congress al The Hague Sentiment Among French Growing HoTe Favorable to Proposal for a Second One. PARIS, Oct. 22. Sentiment In governmental gov-ernmental quarters here is growing more favorable to the American proposition propo-sition to call a second peace conference at The Hague. Tho French officials were at first Inclined to consider tho proposition inopportuno while tho war is continuing, but at the Foreign office It was stated today that if no precise date is fixed then the congress can assemble as-semble at the conclusion of tho war, so there will be no possibility of tho movement being construed as exerting exert-ing influence upon the belligerents. Juares, the Socialist leader, is getting get-ting up a propaganda to Induce the parliaments of the various powers of Europe to pass strong resolutions against the present war and urging their respective governments to seek mediation.
