Show proclamation. Executive Department, Salt Lake City, Utah Ter., September 5th, 1S70. Know ye . That I. S. A. Mann. Acting Governor Gov-ernor of the Territory of Utah, by virtue vir-tue of the power and authority in me vested by the laws of the United States and in pursuance cf an Act of Congress, approved July 27th. ImJS. do hereby assign and appoint Hon. J. B.
