o ElENS1S OF OAXJDITDATES One of the first duties of the legisla ture of New York will be the passage of a bill not merely regulating the expenses of candidates but defining them and limiting lim-iting them so as to meet the purpose for which all laws pertaining to election expenses ex-penses are designed The reports filed by the candidates show that every purpose of such a law has been evaded The pay ment of lump sums of money amounting to thousands of dollars made by candi dates to state and county committees are essentially corrupt and dishonest pay ments The system under which they are possible should not he permitted York World I
