Show SULLIVAN SUSTAINED HE ACTED WITHIN THE LINE OF HIS DUTY Investigation of the Methods Used in Handling Immorality Causes Some Startling Disclosures The meeting of the fire and police board tonight was of unusual interest The consideration of the charges by C T Miller vs Officer Sullivan was the special order but after these Chairman Chair-man Rogers attacked the method of procedure in the police department and succeeded in passing a resolution calling call-ing for a radical change in the matter of dealing with the sporting class The resolutions recited that the law is being be-ing continually violated that the docket does not show the true state of j facts in regard to such cases The procedure pro-cedure described in the resolution is as follows Once each month the police officers make a visit to the bawdy houses with warrants for the arrest of certain proprietors pro-prietors and inmates The proprietors are required to deposit 15 each or go to jail the inmates 8 each This Is technically called bail but it Is put up simply as a monthly fine or license to be forfeited The parties arrested are never brought into court at all but their bail is practically fixed collected and declared forfeited by a police officer of-ficer who has not a scintilla of authority author-ity for such acts it being the duty of the police justice to fix bail In speaking his resolution Chairman Chair-man Rogers read from the docket showing the practice and commenting in a way to show that great discrepancies discrep-ancies might exist between the number of inmates taxed and the real number of inmates He also called attention to the fact that in February the police department had been instructed to keep strictly to the law in such matters mat-ters tersCity City Attorney Henderson said the 1 chairman was strictly correct as to the matters of law involved f Commissioner Peery admitted that technically the law was being violated but that some such method was in vogue in all the principal cities He was opposed to dragging the unfortunate unfor-tunate women to public trial The resolution reso-lution carried Peery voting no The chief of police city attorney and police justice were ordered served with copies of the resolution Examiner Hanson submitted his report re-port on applicants for positions on the fire department and Chief Binford appointed ap-pointed A B Canfield and E E Barton Bar-ton to vacancies and G P Tvree as substitute they being the three highest high-est averages Captain Gilvey acting chief of police reported that the policy games had been suppressed The matter of the Sullivan charges was the first business taken up but was not disposed of till an executive session after the regular meeting when it was decided that Millers charges had not been sustained Dan Laughman and Gearge E Smith testified for Miller in effect that Sullivan Sulli-van had handled him roughly and forcibly took him from a seat in the ladies waiting room of the depot Master Mas-ter Kerr and Captain Silvey said Sullivan Sulli-van acted in the line of his duty Before adjournment on motion of Watson E T Morton the retiring clerk was given a vote of thanks the school tax keeps the county clerks office busy nowadays nowa-days The matter of computing the amount of the tax to be refunded to each taxpayer is quite simple as it is onehalf of the amount of local school district taxes collected The taxpayer makes out a claim for the amount which will be presented to the board of commissioners at its next meeting If acted on favorably the warrant will be drawn and can be obtained by the taxpayer tax-payer signing a receipt therefor The warrant may then be cashed at once Of course only Ogden City taxpayers are entitled to the refund Hobbs Pleads Not Guilty Thomas Hobbs was yesterday transferred trans-ferred from the city jail to the county jail He was also given a hearing before be-fore United States Commissioner Maloney Ma-loney on the charge or
