substi tate for the entire proposition The substitute sub-stitute provides for contracts with the existing schools for 1897 to the extent of 50 per cent of the contracts of 1895 I adds the following S And it is hereby declared to be the set tied policy of the government to make no appropriations whatever for the education edu-cation of Indian children in any sectarian school just as soon as i is posiblo for provision to be made for their education educa-tion otherwise and the secretary of the interior is hereby directed to make such provision the earliest practical day not later than July l 198 Further consideration of the sectarian schools amendments was deferred owing to the absence of Carter THERE WAS SHARP CRITICISM on the appropriation citing various amounts to 130 lawyers in senate will conclude as several senators have indicated a purpose to speak For that reason It Is Impossible to agree now as to a time for a vote and he refused several requests to name a limit for debate Allison chairman of the committee on appropriations appealed to Mr Peffer to defer the bond resolution until the appropriation ap-propriation bills were out of the way and Mr Peffer was about to assent saying that Mr Allisons statement was evidently evident-ly in good faith but Mr Stewart objected ob-jected to delay WOLCOTT APPEALED TO STEWART to yield saying that the friends of the bond resolution would certainly gain by accepting the suggestion of Allison a the resolution would thus secure the added support of those who were now urging appropriation bills as against the bond resolution Stewart yielded reluctantly turning to Mr Allison behind him saying I mght as well be known that when the time comes there willbe a contest to an end on this subject We will stand to it
