Show I O 0 o GO IP fROM OJIIMo < > OQ0 MOST OF WHICH IS OF A POLITICAL POLIT-ICAL NATURE New York Feb 27 Colonel John J McCook used the long distance telephone tele-phone to Canton yesterday and informed I in-formed Presidentelect McKinley that he could not accept the place of secretary secre-tary of the interior In the cabinet I The withdrawal of Colonel McCook in the estimation of Republican authorities I au-thorities leaves the New York situation I situa-tion in somewhat of a tangle Perhaps i I things will be straightened out when Senatorelect Platt calls upon Presi I dentelect McKinley In Washington Every reasonable and amicable effort I is to be made to untangle things The New York Republicans say they believe be-lieve the state is entitled to rccog nition and that up to this hour the only recognition accorded to it is the I I prospective appointment of Genera I Horace Porter an antlorganisatioi Republican to be ambassador to France President McKinley will be the twentyfifth president of the United States and they point out that twentyone administrations have give ito i-to New York state a representative in the cabinet I New York state gave to Mr McKinley McKin-ley on election day 2GS467 plurality The total popular vote in the nation of McKinley over Bryan was 603514 so < that New York state contributed I nearly onehalf of the popular plurality plu-rality When the rumor of Colonel McCooki declination became known to the I friends of General Stewart L Wood ford the announcement that the Brooklyn man was still in the field for a cabinet place promptly followed His friends hope to see him get the postoffice department expecting to seethe see-the Interior portfolio go to a western man The recognition of Colonel John J McCook wes brought about it was said in a peculiar way Colonel Mc Cook it appears went on a prospecting prospect-ing tour to Canton and evidently Mr McKinley thought that he would make a good cabinet officer and that his selection might unravel the tangle It did not appear at that time that Mr McKinley desired to appoint General Woodford Colonel McCook has always al-ways been upon the most friendly terms with Mr Platt and of this Mr trl tf irs = i McKinley was fully aware Mr Mc Cook however desired the place of attorneygeneral and when it appeared yesterday that he could not have that place he made it known to Mr McKinley I Mc-Kinley that he did not care for the place of secretary of the Interior At no time has Ced McCook been the candidate of the Republican organization organ-ization of the state of New York for any place in the cabinet Mr Platt received word at the Fifth Avenue hotel last night that Governor Black had dispatched a special message mes-sage from Albany with the certificate of his election to the senate Mr Platt has already received a gracious letter from Senator Hill wherein Mr Hill said that he would be pleased to present pre-sent Mr Platts certificate to the preslflent of the senate Mr Platt will take his certificate wftn him to Washington hand it to Mr Hill and thank him for the proffered courtesy It will no doubt be an Interesting sight to see these two political rivals of the last 15 years momentarily side by side on an occasion like this Mr Platt said last night that he appreciated Mr Hills courtesy and then he recalled how Mr Hill as governor of the state had fired him out as a quarantine commissioner I wonder if Senator Hill continued Mr Platt would think it impertinent and unfriendly in me if when I meet him in Washington I iscall to him his tireless efforts to get me out of the quarantine commission Davldcer tainly worked hard for a number of years to get me out He tried all sorts of plans and they all failed until he hit upon the question as to whether I was eligible to be a member of the quarantine board charging I was a resident of Owego and consequently I I i ineligible for the place The matter I was finally taken before Judge May I ham and a jury in Albany county My attorneys were Hamilton Harris and W W MacFarlane and to my last day I shall never forget the jury in the case One man I recall distinctly When I Ham Harris asked him Who Is the governor of the state of New York the representative of the Green Isle replied I dont know sorr Who is president of the United States I dont know sorr When were you born On St Patricks day sorr When does that day occur in the yearOn On Christmas day sorr My friend there is liable to be some politics in this case and let me ask you if you were asked to decide the evidence between a Democrat and I a Republican whom would you favor fa-vor The Jimmy Crat ivery tolme sorr This man who did not know that I Governor Hill was governor of the state at the time and that Mr Cleveland Cleve-land was president was accepted as a I juror and voted with the rest of his fellows and my residence was established estab-lished to be in Owego although I had attended every meeting of the quarantine quar-antine board in New York City for eight years In view of all the facts I think that David in addition to his courtesy is doing but a just thing in presenting my certificate as his successor succes-sor to the president of the senate The visit of William J Bryan to this city has brought out that from the hour of his nomination at Chicago he has been considered the national leader of the Democratic party and that there is a disposition to regard him as such from now on until the campaign of 1900 It is certain that Mr Bryans friends control the national committee commit-tee and that they cannot be unseated until the next national convention of the Democratic party names their successors suc-cessors Mr Bryan it was ascertained yesterday has become greatly Interested inter-ested in the prospective battle this fall for a mayor of Greater New York He believes that If this battle Is fought on the lines of the Chicago platform the Republicans can be defeated in the Greater New York Mr Bryans visit brought out also the Interesting information infor-mation that the Brooklyn Democrats are exceedingly jealous of Tammany hall It Js said for the Brooklyn Demo rats that they will not be swallowed up by Tammany hall in the matter of a candidate for mayor of Greater New York but that Tammany will be forced to appoint a conference committee so that a candidate agreeable to all shall be selected Tammany and the Brooklyn Demo crats it is said will follow their ancient cient custom in municipal contests of endorsing the platform of the party adopted at the last national convention Tammany has always done this and so has the Kings county machine and It was ascertained that there will be no departure from the rule and that the candidate of the two organizations after he has been agreed to upon conference con-ference will be presented to voters of the Greater New York on the Chicago platform l M |
