Show SCIENCE TRIUMPHS OVER threatened PLAGUE battlo against yelton fever in new orleans has already proved effective though disease Is yet present new orleans july 27 all the forces engaged in the battle against yel low fever scourge paday joined an fn expressing belief that while the has been and Is serious enough sue sess has already been achieved in tho application of abo methods applied as tho result of the work of the reed commission in cuba to justify the hope that for the first time in tho history of the country what threatened to be a malignant epidemic of yellow esver will be stamped our before frost cornea and that new orleans will be spared the honors of previous epidemics it is the opinion of dr J H white in charge ot the marine hospital forces and of the state and local health officials that if destruction of the chacks the spread of the disease and enables the gradual eradication of the cases in band and those which may be expected to appear for some alma to come in the infected districts the present plague will have been a blessing in disguise since it will have demonstrated the ability of to control the most virulent outbreak of the fever in the south with the cases reported today the since july 13 run close to these are included in twenty to twenty five foci including the section around the french market where the fever first appeared apps ared and where a large proportion of the cases and fatalities have occurred this runs from st ann to barracks streets and from charles ta the river including about forty city blocks italians here are notoriously prone to avoid physicians and the fever got a foothold in the district before it became known to the authorities no precautions wre taken to destroy the mosquito and the scourge spread with such rapidity that out of the cheap and crowded lodging houses the italians who could get away fled going to friends in other sections of the city some by rail to surrounding towns and some by buggers into settlements tle along the the result la the appearance of cases of fever in various parts of the city but principally below canal street in neighborhoods of the poorer classes every instance of a new foci outside of the french market district Is that of an italian who there from or of some one of a different nation allty whose business was in the section As far as the health authorities were able tp discover today no new case has thus far developed outside of any of the infected districts ts and with a exceptions thee ases and deaths have been among the italians illustrating tho tact a report tor 21 hours made officially by the state board shows 13 cases and six deaths nearly all of them being italians A great cleaning campaign has begun every ward Is being thoroughly organized with precinct organizations radiating from the major down cleaning up streets and removing dirt from the gutters Is energy thrown away declared president konke 0 the city board of health to a committee of citizens who called to consult with him on the subject screen cisterns and drain standing water from premises where it stands said be the emergency hospital which has been fitted out tor the care of yellow fever patients was in full operation today it is located in an old three story building in he heart of the french quarter the hospital will be operated at its full capacity patients being removed to it from all sections of tho city in a screened ambulance which has already been provided for tho purpose A visit to the french market section today gave little visible evidence of he serious epidemic that has prevailed in that quarter two weeks of hard work by the public cleaning gangs in the general cleanliness of the but there was no excitement among tho residents avery of from iho city has been closed by the rigid quarantine and sections of the city are discouraging any further invasion by italians it Is considered wiser for them to remain where they are at present and where they are to be charitably cared for it in distress and nursed it ah the detention camps established by the marine hospital service in order to enable persons to leave the city who want to get into sections quarantined against new orleans were open today permits to enter these camps are to be obtained from the headquarters of the marine hospital service here this is to be required in order that each applicant may be examined the hospital service not desiring to send into the detention campa persons who are likely to become thereby establishing new centers of infection there is a very slight exodus of new orleans people some heads of families are sending their wives and children elsewhere and men whose business has buffered by the appearance of the fever are taking advantage of the opportunity to take summer vacations now it Is next to impossible to get into mississippi alabama texas or louisiana towns without detention quarantines arc being made constantly more since tho board of health began to make public the number of cases and deaths mississippi is sending her inspectors spec tors right into new orleans every passenger Is examined and the ticket of through passengers ionized to prevent any one from attempting to get into tho state by surreptitious means the louisville and nashville guards appear at tho state line the doors of the cars are locked and there la no chance given a passenger to leave tho tram until the line is reached no attempt Is being made by passengers except those bound through to go out over either the texas pacific or the southern pacific in many county towns there vas a disposition among the medical men to accept the mosquito theory and therefore to modify the quarantine regulations the masses of the people however have not been sufficiently educated and the fact that there are two hundred cases in new orleans has been sufficiently terrorizing to horn to command that there shall be absolutely no communication with infected points |
