Two fity council seats and the city mayor are up for election Nov. 3. Certificates of nomination and convention con-vention guidelines are available at City Hall. Because of a recently adopted Municipal Election Code, passed during the 44th session of the Utah State Legislature, a candidate for a municipal office must be nominated by a party convention. "Political parties should be advised to have their convention before Oct. 6," Kenneth Bassett, city manager, said. A convention party for the Progressive Party has been set for Friday, Oct. 3. Other parties Democratic and Citizen, have not yet set a convention date. For the purpose of defining a convention, con-vention, state law indicates that it is an assemblage of voters or delegates. Therefore an Individual desiring to be a candidate for municipal office need only have very few initial backers in order that a nomination by his con vention be made. In a third class city such as Vernal City, an ordinance can exempt the city from a primary election providing that candidates for office be nominated by a convention of committees. This ordinance or-dinance has been effective in Vernal City for a number of years, but nominations are to be submitted to the city recorder no later than Oct. 6. Petitions which were accepted in the past for nominations of candidacy are not provided for in the new state law.
