Asks Utah Group SALT LAKE CITY (UPI) -Organizers of a group that advocates prevention of teenage pregnancies through abstinence say they are disappointed that they received none of the federal family planning funds redistributed last week. Federal Judge David Winder last month ordered the Department of Health and Human Serv ices to redistribute the state's family planning grant in barring enforcement of a state law. That law required agencies receiving state funds to require parental consent before providing minors with abortion or contraceptive services. The remaining funds for the year were redistributed to Planned Parenthood, the State Department of Health and the Park City Community Clinic. The only group not receiving funds was Positive Family Services. Women and Vets Vie For Government Jobs - Mont. A HELENA, (UPI) controversial court ruling that pits veterans against women for government jobs will be the focus of a special session of the Montana Legislature this week. About 54,000 Montana jobs are affected, and vacancies are mounting because hiring officials are unsure how to proceed under the state Supreme Court ruling that gives absolute preference to veterans and the disabled for state and local government jobs. Originally, the law was thought to give preference to veterans and the disabled only if they were equally qualified with other applicants in all other respects. But the high court in June ruled the law gave preference to a legally blind person who applied for a job at the state library. The law, it said, requires government officials to give absolute hiring preference to disabled , and city governments, 21,000 elementary and high school jobs, and 8,000 university and college positions. Women are the most active critics of the ruling and the law. of They insist that since all veterans are men, the preference law hurts women's chances of getting public jobs. Spokesmen for veterans' organizations said the law should be spouses and to dependents of disabled veterans.
