After a discussion that lasted nearly two hours, the council decided to modify its original plans for a sewer outfall line that would include a large area west of the freeway. The Mountainlands-administere- d Housing and Urban Development block grant recently approved for the sewer project amounted to $169,000 instead of the $500,000 requested. In view of the reduced funds, the council decided to concentrate the effort towards an upgrading of existing sewage treatment facilities. Council members agreed that this was only a first step required to meet the city's needs for growth. Its goal is to reach out to physically handicapped adults with a variety of programs aimed at giving these people an opportunity not only to improve physically, but to live fuller and happier lives.
