The certificate is also signed by the artist Mrs. Hess. d, g design Cabbage Patch doll."I Power Board Learns Identity By VICKI BARKER Herald Staff Writer The Provo City Power has been in search of Board self-identi- ty for several years, and finally learned who is what from the city fathers last week. Power Board Chairman Wilmer Tanner said the group has wondered for three years about its role in the power system. He compiled a list of responsibilities that the mayor reviewed and okayed, and Tuesday everyone agreed what the board is and is not. Dr. Tanner wanted definition because lately, he said, "we've felt almost as though we're sitting here jawboning." He wanted substantive response from the city's administrators about what they want from the advisory board. The issue came up primarily because board members were feeling powerless to direct utilities business while the city dealt with an outdated and inefficient data processing system that kept everyone in the dark on city business. One board responsibility is to review financial reports and utilities operations reports on a monthly basis. With no accounting reports on hand for months, the board grew restive and frustrated, and finally demanded to know where it stood. After all, utilities account for 40 percent of the city budget about and the $25 million annually advisory members worried about being held responsible for poor management. "The power board wanted to do the very best it can do, but we couldn't make realistic judgments because we didn't have the necessary material at hand," Tanner said. Board member Robert Durrans added, "If we had known our responsibilities, we wouldn't have let our end of the accounting problems get to the point they did. We're worried about the future, and want to ensure that the same position doesn't come up again." Tanner's listing of seven responsibilities of the board was meant to get the mayor to specify the parameters of the board's authority. He wants the board's decisions to represent more than rhetoric. "If the responsibilities are followed through, and if the administration accepts our recommendations, then stewardship will have some teeth in it," Tanner said. The mayor replied, "I don't (Waggener, Provo's chief administrator) should recognize the power board's wanting to get it back." He said some people still assume the power board is in total control. "Anyone who thinks that is way behind the times," Ferguson said, noting that the board lost much of its muscle in 1960 in a change of government Provo City underwent. We welcome recommendations on what needs to be done, but we won't delegate administrative responsibilities," Ferguson said. "Your responsibility has to end where your authority does." The board's list of responsibilities includes structuring electric rates and recommending changes. The ideal situation is to leave the child at home with the services intervening and counseling. "You play it by ear and keep an eye on the case," Jacobson said. Despite the stereotype that child abuse is more families, Jacobson said, prevalent in "You'll find it in all social statuses. Porter of the Nebo Animal Clinic in Spanish Fork said clinic veterinarians have seen about 30 cases in the past two months. "By the time we get them, the dogs are comatose and pretty well on their way," Porter said. Porter said dogs should receive the vaccine one week to 10 days after they are weaned. Two more consecutive doses, 30 days apart, are recommended. Porter said more frequent vaccination may be needed in certain highly contagious areas. "The virus seems to run in spurts," Davis said. "Last year, I had a period during the winter when no parvo was treated. This winter, the disease is very serious." The virus, which was discovered three years ago, is deadly and very contagious. Dogs who contract it have a 0 chance of survival. Davis said the disease can be prevented by having dogs vaccinated yearly. He gives a combination serum that prevents parvovirus, distemper, hepatitis, influenza, leptospirosis and adenovirus infections.
