In fact, there is more of a mild rebellion brewing than there is of support for the increases being considered. It will take more than a hard sell to convince businesses that this is the time to be raising taxes not that any time is right or pleasing to anyone, of course. These initial feelings from business fall immediately after paying a hefty increase in property tax this year, leaving $1,200 to $7,000 or more in increases on these small businesses, hardly easy to come up with in economic hard times. Proposition One did not, in and of itself, raise property taxes. The tax is a result of two figures multiplied against assessed value each other and mill levy. In 1983, when assessed values on business property escalated, the mill levies were not dropped sufficiently by taxing entities to ward off exorbitant tax in- creases. Utah County's total assessed dollars increased 10.8 percent in 1983. But the mill levy was increased 36.4 percent. Together, that is 47.2 percent. Where did all the new revenue go, and was it all justified the businessmen wondering where those dollars all went before they can begin to cope with discussions of the next round of taxes. The property tax increase for Provo business firms in 1983 was about 46 percent. Even with the improved economy, even considering the Thistle natural disaster and flooding problems? Provo City's total assessed dollars increased 12.3 percent, but the mill levy was lowered only 3.6 percent, leaving a net the average Provo business owner only experienced a five or six percent improvement in business at best.
