Show Elehabilifatien Program Explained At Duchesne Recently To Twenty-Three Applicants in The Area Since1 the P M A's emergency channel rehabilitation program . has been turned over to the S C S FC-B program, this change over was explained and the S C S FC-B program described to "special program" A C P channel rehabilitation applicants at a meeting held at Duchesne last week, reports John Strang of the Duchesne Soil Conservation Conserva-tion office. Forty of these applicants were invited, '23 attended the meeting. During the course of the meeting. Evan Carroon. the engineer en-gineer assigned to flood rehabilitation rehabil-itation in ,the Duchesne Unit, pointed out the following points of the program: 1. All work must be done through groups of two or more active participants in order to insure effective channel stabilization. stabili-zation. 2. Channel rehabilitation will consist of clearing the river channel and of stabilization of the banks with tree-and-cable revetments. 3. The government will furnish furn-ish approximately 80 Der cent of the actual cost of the work and all of the engineering, investigations; in-vestigations; specifications, supervision su-pervision "and final certification. 4. All channel work will be accomplished by contract undertaken under-taken by bonded equipment contractors con-tractors and in compliance wich applicable employment laws and regulations. 5. The participants' share of the cost, which was tentatively set at approximately 50 cents per lineal foot of channel, may be partly met by contributions of assistance " to the engineers during surveys, at the rate of $1.40 per hour. The balance is to be placed in escrow, in the form of a check payable to the Treasurer of the United States, submitted to the Regional Office Of-fice of the Soil Canservation Service in Albuquerque, N.M. Almost invariably channel stabilization problems occurred in, and their solutions lie in stretches of river involving more than one property owner. 2. Contractors are more likely like-ly to be interested in bidding for larger, more centralized jobs than in small, scattered ones. 3. The group approach reduces reduc-es the number of contracts and, therefore, eliminates a considerable consid-erable amount of overhead time which would otherwise have to be spent in drawing up additional addition-al contracts. 4. To further expend government govern-ment funds and technical time more effectively, each group will organize itself cooperativo-ly, cooperativo-ly, apply to the S C S for assistance, assist-ance, accept or reject the assistance assist-ance offered, and determine the obligations of its members in meeting the participants' share of any assistance received. In the open discussion which followed, several of the participants partici-pants expressed a desire for channel changes. Mr. Carroon stated that S C S experience has shown conclusively that chan nel changes resulted in mo"i damage through scouring and reposition than in effective channel stabilization. Arzy Mitchell, an applicant, brought out that his experiences wlith the results of channel changes in the lower -Duchesne River bore out Mr. Carroon's statement to the letter. He further fur-ther proposed that channel rehabilitation re-habilitation should be placed in the hands of competent, experienced exper-ienced engineers such as furnished furn-ished by , the S C S. It was suggested by members of the group in this meeting that the entire Strawberry River Riv-er be organized into one cooperative cooper-ative group. Clarence Baum Strawberry River farmer, volunteered volun-teered ,to sign up all farmers and ranchers on the river as such a group. Most of the applicants ap-plicants at the meeting agreed with this plan. Those attending the meeting were Arzy Mitchell. Wesley , Koyen, J. H. Summers. Kenneth Ivie, Ray Broadhead, Clarence Baum, H.
