I have been involved in the general practice of law in Davis County since 1969. 2. Through my experience as city attorney for numerous cities and my experience in the County Attorney's Office, I feel I have an extensive background in the area oi municipal law. 3. I would first of all give better service to the public, always remembering re-membering that I am a servant of the taxpayers and they pay the salary. More direct and timely service to the voting public by inserting information notices in all major newspapers serving Davis County, Coun-ty, such as candidate filing dates, filing fees, qualifications, length of time to serve in office. Publish a large map in the newspaper news-paper informing the locations and dates of all mass meetings. Publish a large map showing polling place locations. I have a degree in political science scien-ce with an emphasis in public administration, along with a minor in business administration. I have also held leadership positions in several organizations and feel that this training and my concern for honest and efficient government qualify me for this position. I have a degree in accounting and office management. I have been the Davis County Clerk for twelve years and worked in the Clerk's Office for John M. Park three years prior to my being elected in 1970. I have the experience, knowledge know-ledge of the Clerk's Office and the ability to carry out those duties and responsibilities. It is vital that the citizens of Davis County have experienced, responsible, knowledgeable and dedicated persons in County offices. For over two years I have endeavored ende-avored to get a number of court functions on the county computer, so we can be more efficient in accomplishing the duties of the Clerk's Office. I will continue to pursue this goal. With the approval of the Commission, Com-mission, we are going to microfilm our Civil Court files, so we can reduce the storage space and make the records more readily available to the public. I plan to divide and realign several sev-eral voting districts, so they will be more equitable. I will always be striving for new methods to improve the efficiency of the office and to give constant and equal service to every citizen in Davis County. Ludeen G. As a life long resident of Davis County, I am keenly aware of the strong feelings of the citizenry regarding re-garding a "Balanced Budget," and a "Pay As You Go" philosophy . with regard to public money. Four years ago I was elected Davis County Recorder. Prior to that time I worked for the largest title insurance company in Davis County for twenty years. While working there I became closely acquainted ac-quainted with the responsibilities and procedures of the Recorder's Office. As County Recorder I have become be-come very conscious of the importance im-portance of keeping neat and accurate accu-rate real property records and the resulting effects on individual property owners. I know that fair property assessment and taxation is dependent upon the accuracy and efficiency with which deeds and documents are processed in the Recorder's Office. I know of the importance of the Recorder's office as it relates to other county functions, and of the value real property has to its owners. I have learned how the general public relies re-lies on all county records and they they need accuracy and neatness in order to search the county records. re-cords. In accordance with current legislation, we have combined and simplified our record keeping procedures pro-cedures for the benefit of the public. pub-lic. Further refinement plans include in-clude simplification of the tract index, in-dex, the continuous process of up-grading up-grading plats, and cross-referencing cross-referencing property parcels with addresses, identification numbers and legal descriptions. This will aid the general public in searching their real estate records. With 55,000 separate parcels of land in Davis County, the simpler the search procedure, the better it is for the public. It is essential that all office personnel continue to be trained on all new procedures and computer applications and to be properly supervised to be effective servants of the public. What difficulties do you find in court administration? Utah is in the enviable position of having relatively few administrative adminis-trative problems in our trial courts. The State Judicial Council, a problem studying and policy making body composed of members mem-bers from all levels of the judiciary has an administrative arm in the State Court Administrator and his staff. Also we are assisted by local court executives so that judicial time and effort are directed toward judicial functions. Since our system has resulted in substantial betterment of our courts, it has received national recognition. But certainly with population growth and increases in work loads we must and will continue to address and t improve areas of admini!" I believe there are additional sources of revenue for Davis County Schools, but it will take a well informed citizenry to help elected officials decide which of the following alternative sources would be the best: better enforcement enforce-ment of existing tax laws and tax collection; belter management and utilization of state school lands-enforcement lands-enforcement of payments for mineral min-eral leasing on federal lands-equalization lands-equalization of voted leeway sev' erance tax on minerals, corporate franchise tax, stronger cooperation coopera-tion between industry and the schools; expanded use of volunteers, volun-teers, and increased classroom productivity. (Some items would require legislation.) What difficulties do you find in court administration? Unfortunately, courts appear to have lost sight of their objective and reason for being. I will make myself available to citizens who deserve or need an explanation. I have been working on ways and means to decrease the number of failure to appear cases. 2. A need in the Justice of Peace courts is to update and modernize some laws relating to misdemeanor misde-meanor offenses. Some of the State Statutes are quite old. I have been working with the legislature in these areas. 3. There is a need in most courts to eliminate delay in the trying of cases and avoid unnecessary postponement, post-ponement, particularly in the handling of jury trials. I have been working on various solutions for this problem. 4. The function of a court is to dispense justice. That is the reason for a court's existence. Anything in the court's procedure and function func-tion which does not work to achieve justice should be eliminated. elimin-ated. Justice was defined in the Common Law of England as "giving "giv-ing every man his due." My last five years on the Highway High-way Patrol I headed the warrant division in Davis and Weber counties, coun-ties, primarily in Davis County. I was originally responsible for computerizing all warrants in the two county area for maximum service ser-vice efficiency. The courts in Davis County now have a large inventory of unserved criminal warrants which have been neglected by the Democratic constable now in office and has resulted in a loss of revenue to the county.
