Show By GWEN PETERSON Rex Gabbitas of the Bureau of Reclamation told the Lindon City Council at the recent meeting of the council that the BOR needed to cross some Lindon streets and sewer lines in order to bring the Reach 4 Alpine 3 Aqueducts through the city. He noted that the expenses would be paid by the bureau and everything would be put back as it had been. The construction of the acqueducts would start at the Point of the Mountain and procede south, the council was told. Mr. Gabbitas also noted that Pleasant Grove and American Fork had refused to sign an agreement with the BOR but that Orem had signed. Councilman Dennis Thompson stated that when the northern cities , joined into an association, it occurred to the Lindon Council that it would be within the city's best interests to obtain water through the Orem treatment plant. He said the city withdrew from the Timp Planning and Water Management Agency because of an agreement made with the CUP under the same basis as Orem's agreement in June of 1981. Councilman Thompson explained thatinSeptemberof,1981: when Lindon was ready to sign the agreement, the rates had quadrupled and were not at all like the original agreement that had been discussed. Councilman Thompson added that Lindon had a lot of irrigation water that it wanted to take through the treatment plant with an exchange agreement. He said the city tried to play fair with the CUWCD but felt that the city had not been dealt with squarely. He stated that the initial rates were cheaper than the pumping costs Lindon paid, but the final agreement was unacceptable. Mr. Gabbitas said he would ask a representative of the CUCWD to contact the council. The discussion on crossing the city streets was tabled. Police Officer Mike Manning asked the council if the city was going to obtain disability insurance for the city employees. He was told that a proposal for the city to carry it's own disability insurance had been drawn up but nothing had been decided. The proposal will be studied by the council and discussed at the next meeting. The officer said he was concerned because the present Lindon Policy and Procedures Manual only allowed an employee to build up to 14 days sick leave per year and then only keep five days at the end of the year if the time was not used..- Councilman Thompson said that the city would have to have a policy that would be beneficial to the employee while he worked for the city but not bankrupt the city when the person left employment.- Thompson said he felt the police officers face the immediate possibility of disability and apologized for not having done anything yet on the matter. He noted that a clause could be created possibly for emergency situations. Community Service Awards were considered for those who have served their community so well, with emphasis on those who helped with the Lindon Fair. Utility billing procedures were reviewed for businesses. Councilman E.R. Brown stated the reason the Council wanted to bill each month was to help the citizens not to receive such a large bill every two months. Mayor Kenneth McMillan stated he would like to see the water billing stabilized for awhile; people were tired of so many changes. I le said he would like to find a way to even out the utility bills so such a large amount would not be on the bills every two months. The sewer used to be figured on water usage for the businesses all year. The council felt a winter sewer rate should be left as set up by Mr. Berg on the business accounts; however no maximum gallons - should be set on those. accounte. Councilman Thompson stated he had been working on a utility assistance program for Senior Citizens and had met with the See Lindon City on page 2 . Upon approval by the City Administrator, the applicant who met. the above criteria would have 50 percent of the base charges for water, and sewer paid from the Lindon City General Fund. He moved the city make appropriations out of the General Fund for public assistance for utilities for the handicapped head of households, and the aged head of households, it was seconded and approved unanimously. |
