Show Comments invited on Snyderville Master Plan The Snyderville Basin Master Plan will be the subject of a public hearing on Dec. 18 at 5:30 p.m., at the Summit County Courthouse. ' The plan proposes a list of Absolute Policies and Relative Policies for developers to follow. Absolutes are elements in the development that are prohibited or required. Such policies are concerned with air and water quality, waste disposal, road capacity, fire protection and "compatibility." Under "compatibility," the plan says the developer must be sensitive to the immediate environment in terms of scale, bulk or building height, density, historical character, buffering and visual integrity. Relative Policies are those elements in a development that are encouraged or discouraged. The plan uses a 1 to 5 rating system to indicate how strongly it views an element. A "5" rating would to to : elements strongly encouraged or discouraged. For instance, the plan strongly encourages: the maintenance of critical slopes and floodplains as open space; the clustering of commercial and industrial development; and the provision of adequate areas for snow removal and storage. Strip commercial development is strongly discouraged. Under a point system for Relative Policies, the developer gains points for creating a good element in his project or improving a condition. He gets minus points for creating a bad element or degrading a condition. The project will not receive a permit if the developer's project has a cumulative score under zero. Copies of the Snyderville Basin Master Plan are available at the county planning office in Coalville or the city planning offices in the Marsac Building.
