The work c oot'i will be simplified by bringing them under a slugle head. Suggestions In the past tor such a consolidation have been met by the fact that congressional legislation would be necessary to effectually combine the two bureaus Into one. Such legislation has never been secured. se-cured. It ! expected, however, that a decided effort with that object In view will be made during the present winter. Until the thorough consolidation ot Ihse bureaus has been completed Ihe fact that Rear Admiral Cappfc will be at the head of both or them will, it is said, accomplish much the suine result as would be an actual consolidation con-solidation by legislative authority. There are some phases of this action ac-tion that, according to the view of ccrae naval officers, are apt to cuse friction. One Is the fact that Admiral Capps, a staff officer, will be in control con-trol of a bureau composed of officers of the line. 1 II Is believed by Secretary Newberry, New-berry, however, that no difficultly or that sort will be encountered and that the change of organization will be highly beneficial to the navy. |
