One of the Bperial correspondents in Washington says Mr Hording foresees fore-sees that -he is destined to enter upon a period of bargaining with the grea ! powers, equaling in importance in jmany respects the negctmtions of the 'peace conference at Paris. .In this bargaining he wants the United State jto be strong enough to command th" advantages and concessions it will seek to win. For this reason, the president pres-ident elect is opposed oven to th tern Iporary suspension of navy building by the United fetates in advance of an international in-ternational agreement to reduce naval' armaments. He Is opposed to any action ac-tion by congress which would weaken the po.-ltlon of the United States or tic his hands in any of the uegotiatlonr Iwith other powers. Senator Harding Is in favor of the reduction of armament arma-ment by agreement with Great Britain Brit-ain and Japan primarily, and be con-templates con-templates proposing such reduction (either in negotiations with thes two powers or in general conference on disarmament which might evolve from such negotiations. There might be contingencies, however. In the opinion of the president-elect, which would make a curtailment of navy build ing by the United States undesirable undesir-able from the viewpoint of promotion of national interest. Before agreeing to such a proposition or taking the initiative in-itiative to achieve disarmament, it would be well, Mr. Harding thinks, to ascertain what is to be the attitude of the powers on a multitude of questions which the United States wants settled advantageously to the United States. Mr. Harding is making no mistake In refusing to allow America to de clare a naval holiday, as Great Britain and Japan desire, because such a course would be to the advantage oi those powers, as they are not able to keep up with Amprica in naval ex ipenditures.
