City officials today began consideration of steps lo prosecute on conspiracy charges four of the largest milk distributors dis-tributors here who cut off their thou sands of patrons from deliveries this morning The companies announced in advertisements th. ir refusal longer to deliver bottled milk under the cltj milk grading ordinance. Hospitals, hotels and bakeries were supplied by the companies. The com panles declared the grading ordinance unreasonable.
