The visit of Pre-! mier Romanones of Spain to Paris has brought about a definite understand-1 ing concerning the status of neutral j nations before the peace congress. Whllo no formal decision has been I taken, a member of tho American ' peace commission said to the Associat-1 ed Press today that whonever a question ques-tion arose affecting the interest of any particular neutral nation, it would have its opportunity of being heard, probably through delegates. These delegates, it was added, will sit regularly in tho .congress and will have no vote on questions between the allies and tho central powers bearing directly on the war, but will bo called In when their interests are affected. |
