Show ILEAGUE IS NOW 1 EXISTENCE United States, Says Viscount I Grey, Is Essential V to World Peaces i LONDON, Dec. 23. Viscount Grey, I former secretary for foreign affairs, I has written, at the request ot the re- search committee of the League of Nations Union, an introductory note F to a pamphlet "The Peace Conference After urlnp the great opportunity af- forded by the peace conference for taking a practical step in the direction of forming a league of nations, Viscount Vis-count Grey says: "It is not necessary for the peace conference to crente a league of nations. na-tions. The conference will In itself be J such a league. It Is absolutely ncces- sary that it should not commit suicide but keep itself allvo by adjourning and leaving a permanent organization Instead In-stead of dissolving itself and destroy-, ing its machinery. "This is not all that is desirable, but it is all that is essential. Its vitality and power of growth is better than a moro complete and more attractive creation that has no life. One is a living liv-ing thing, while the other, is a piece of furniture. "Two more points I would especially especial-ly command to careful and sympathetic consideration. One is the possibility of applying the principle of irustee-ship irustee-ship to these vast tracts, especially Africa, Af-rica, where no independent national government of the native inhabitants can be formed. The other is emphasized empha-sized as the earliest advocacy of the ! part to be taken by the United Stales in helping to give effect to this prin-1 ! ciple. of trusteeship and in the coun- j cil of the world. Without the United States, any council or league of na-1 tions will soon be little better than ! the old concert of "Europe which was i spoiled invariably by Intrigues within it and split into opposing groups. "It would be as fatal to the future of I the world for the United States to re-1 I lapse into the old idea of strict Isola-! tion, as it would be for any one to re- vive the German policy of separate conquest and domination. It is, I be- j i Hevc, in this spirit and for this purpose, pur-pose, that the people of this country desire close and cordial relations with ' the United States." |
