Show STATEMENTS OF HiHESJENIED Washington, Aug. 8. Statements made by Charles E. Hughes, Republican Republi-can nominee for the presidency, in speeches at Detroit yesterday, were characterized as "false as to facts and of misleading substances" in telegrams sent by administration officials tonight to-night after a long discussion of the subject by President Wilson and his cabinet at today's meeting. The charges related to chafes in the coast and geodetic survey and the census bureau. Secretary Redfield, in Binghamton, a. ., telegraphed to Secretary Tumulty, Tu-multy, denying tho charges made bv Mr. Hughes, and later sent a similar telegram to Mr. Hughes. Mr. Sweet's telegram to Mr. Hughes, follows: 1 "In a speech at Detroit yesterday you are quoted as saying: " 'We had in the coast and geodetic 3 survey an eminent scientist, a man who had won distinction in connection with his scientific work, a man of very eminent rank. I mean places that were taken out of the civil service laws. I shall not go into the exact figures. In the year ended about April, 191C, there were taken out 104 that is. appointments by executive action, removed from the operation op-eration of the civil service laws, to the number, 1 believe, of about 101. I believe that some twentv of these were made without seeking the advice of the civil service commission; 1 believe that about twenty-three were made after seeking the advice, and with the approval of the civil service commission, and I believe that sixty-two sixty-two wer. made In opposition to the advice of the civil service commission.' commis-sion.' Case of Tittman. j "In the absence of the secretary of the department ot commerce (one of j the bureaus of which is the coast and geodetic survey), I deem it my duty to correct some grave errors in the foregoing statement. Dr. Tittman, superintendent of the coast and geode-j tic survey, the scientist to whom you refer, was not displaced, in February or March, 1915, he came to my ofilce and told me that he had determined to resign on account of ill health. He said that he had reached the conclu-I conclu-I sion many months before and already I had purchased a place In heesburg, Va.f which he expected to make his 1 home. In our Judgment this bureau was .well equip- j ped from the scientific standpoint, but stood in great need of a man of executive exe-cutive ability to direct and organize its work. During that interval and before the recommendation was made, suggestions sugges-tions and advice were freely sought from parties who know the qualifications qualifica-tions of Mr. Jones, and also from , parties who knew the needs of the I bureau, some of them of the highest . standing in the scientific world.
