J The invitation has been issued by 1 Daniel Kiefer of Cincinnati, chairs' chair-s' man of the Fels Fund Commission. 1 Conservation planks of the two i party platforms are similar. Repub-f Repub-f licans declare for "careful husbandry ; of natural resources, development j without wiste, use without abuse." , - Democrats ask for "conservation and development encouraging en-couraging their use and preventing both waste and monopoly." "I concur heartily in both plank3,-says plank3,-says Kiefer, "but what the conference confer-ence would like to know is how the successful party proposes to go about its task. "Our program would be to make the user of natural resources pay the 'government in full for the value of the opportunity which these resources re-sources represent. This would prevent pre-vent speculative ownership. In lieu of this payment, we would leave untaxed un-taxed all mine, mill and farm equipment, equip-ment, and all product of labor. This would encourage development." Kiefer's letter asks each chairman how the objects of his party platform can be accomplished better than by such a course as this.
