Show CIVIL SERVICE RULE AMENDED President Recommends Employment Em-ployment of Parole Prisoners in Federal Penitentiaries. Washington, Aug. 9. By executive order President Wilson today amended amend-ed the civil service, rules to permit parole prisoners In federal penitentiaries peniten-tiaries to fill civil service positions in Buch institutions where they are recommended for the employment or the federal parole board and the department de-partment of justice. Under previous rules prisoners were Ineligible to hold office under the civil service. The president's order was the direct di-rect result of an effort on the part of the department of Justice officials to provide work for Phillip Gosbee, a G3-vear-old prisoner in the i.McNell Island penitentiary, recently paroled. Goshec was convicted of murder as a result of a dispute over an Alaskan mining claim In February 1, 1901, and sentenced to life. He was paroled last February but the authorities realized real-ized that he would have a difficult time obtaining work outside the prison pris-on Gosbee had filled a position on the mechanical department of tho prison many years without pay and it was decided to give It to him after his parole. |
