Show NATIONAL GUARD OPPOSES WILSON San Francisco, Nov. II. Refusal to endorse President Wilson's proposal for a continental arm of 400,000 men marked tho closing session, today of the seventeenth annual convention of tho National Guard association of tho United States. Ashevllle, N. C, was selected as the meeting place for 1916, the date to be decided later by the executive committee. A rsolution proposing that tho association as-sociation approve President Wilson's plan ns made public in an address by the president at the Manhattan club, Now York, was offered by General Henry D. Hamilton of New York. Without debate, the resolution, which asked that "the plan of the president of the United States for a continental army be endorsed by the National Guard association," was referred to the legislative committee. The officers of the association gave as one explanation of why General Hamilton's resolution was not acted upon favorably, tho fact that General Hamilton, although a member of tho 1 association, was not a delegate to the convention. I In recommending that the Hamilton resolution be "laid on the table," tho legislative committee reported "the j committee Is of tho opinion that the j resolution presented was considered by the commitee In its report nnd there is no necessity for taking further furth-er action." This ended tho discussion and after election of officers, the convention adjourned. It is understood that the National Guard association was opposed op-posed to tho continental plan of President Presi-dent Wilson.
