McAdoo, secretary of the treasury, who was to give his views of what congress is to do to develop an American mercantile marine ma-rine at the annual dinner this evening, eve-ning, was unable to bo present, owing to a death in his family and his place on the program was taken by Senator Robert E. Owen of Oklahoma.
