Show " HOW MILLS TRIED 10 EMBARRASS THE CITY BOARD OF EDUCATION With the School Treasury $30,000 to $40,000 in Debt, the Superintendent Presented a Proposed Increase in Expenses Totaling Thousands of Dollars and When of Necessity, Neces-sity, the Increase Was Turned Down, He Made Capital of Board's Financial Distress. "When the Standard published a statement to tho effect that Supt. J. M. Mills had attempted to trick the present board of education by presenting pre-senting salary increases In his teaching teach-ing force which could not be met, owing ow-ing to the embarrassed financial condition con-dition of the school treasury, which at that time was $30,000 to 40,000 In debt, Mr. Mills replied that the proposed pro-posed increases in salaries were to be additional pay for night-schools and summer work. It will be recalled Mr. Mills had been representing that the night-schools night-schools would require no extra outlay, that tho teachers had volunteered their services. Later, he qualified his statement by maintaining that, if the a night-schools brought expense, the same would bo overcome by the students stud-ents In the night school, not enrolled In other schools, being included In the report to the state as high school students stud-ents for which the state would make a per capita allowance. This, in k-. k-. self, was an attempt to trick the state, as the laws of Utah do not provide for the free admission to the city schools, as a student, of any one over 18 years of age. When Mr. Mills' list of high school students went up to the state authorities, the state officials immediately immedi-ately detected the padding and rejected re-jected the same. With the school treasury virtually in bankruptcy, Mr. Mills submitted his list of proposed increases in salaries, and then back to the teachers and told them he had tried to set them fair salaries, but was defeated by the board of education.
