As lato as 1877, only 30 years ago, tho expenditures of tho national government, aside from interest on public debt, were less than those of New York city now. That Included In-cluded the whole cost ot the army and navy, pensions, public buildings, river and harbor improvements, the diplomatic diplo-matic service, the care of the Indians, the support ot the president, congress and tho entire civil service, and all tbo Incidental expenses of a nation ot nearly fifty million people. At tho present time the whole empire of Japan runs Its government, aside from Interest on Its war debt, for a little over two-thirds the cost of running tho municipal government of the city ot New York. That navy which some European observers think Is going to swallow our own costs less than JIB,-000,000 JIB,-000,000 a year for ordinary expenses, with an extra allowance last year of a little over $5,000,000 more. That army which won tho greatest three battles of modern times costs about $25,000,-000. $25,000,-000. Now York pays more for public schools alone than Japan for her nrmy and navy combined.
