Show 30, Utah Code Annotated 1953, the general prevailing rates as determined by the Industrial Commission of Utah shall be effective and apply to this project, and are the minimum wages to be paid on this project. The Parowan City Corporation, Cor-poration, in accordance with the provisions of Title VI of the Civil Rights Act of 1964, and Department of Interior Regulation (A3 CFR 17), hereby notifies all bidders that it will affirmatively insure that the contract entered into pursuant to this advertisement will be awarded to the lowest responsible bidder, without discrimination on the grounds of race, color, or national origin. Proposal forms, plans and specifications are on file in the office of the Parowan City Clerk, Parowan, Utah, and the office of the Project Engineer at 40 North 100 East, Cedar City, Utah, where they may be reviewed by prospective bidders. Specifications, proposal forms, and plans may be obtained only at the above offices upon application and payment of a fee of $15.00. Ten dollars will be refunded upon return of these documents. Each bidder must submit a bid bond from an approved surety company; or in lieu thereof, cash, certified check, or cashier's check for not less than 5 percent of the total amount of the bid. made payable to the Parowan City Corporation, as evidence of good faith and a guarantee that if awarded the contract, the bidder will exectute the contract and furnish the contract bonds as required.
